2 – 6 July

A delegation of the Supreme Court of the Kingdom of Thailand, headed by Chief Justice Cheep Jullamon, paid an official visit to the Russian Federation.

The guests were welcomed by the Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev, Director-General of the Judicial Department at the Supreme Court of the Russian Federation Alexander Gusev, the President of Saint Petersburg City Court Aleksey Lakov and visited numerous sights of Moscow and St. Petersburg.

During the meetings and conversations, issues related to the organization of the Russian judicial system, ensuring the guarantees of independence and the proper working conditions for judges were discussed, as well as issues of implementation of IT in the judicial procedure and records management.

 21 – 28 July

At the invitation of the Supreme Court of the Russian Federation, a delegation of the Supreme Court of Justice of the Republic of Paraguay, headed by President Jose Raul Torres Kirmser, visited Moscow and Saint Petersburg.

Discussions held at the Supreme Court of the Russian Federation, the Judicial Department at the Supreme Court, the courts of Moscow Region and the City of Saint Petersburg covered issues related to the activities of court systems of the two countries, initial and further training of qualified members of the judiciary and court staff.

In conclusion, the parties acknowledged the visit as an important stage in the development of relations aimed at strengthening mutual understanding and cooperation between the judicial authorities of Russia and Paraguay.

 2 August

Vasily Nechaev, Deputy Chief Justice of the Supreme Court of the Russian Federation, met with a delegation of the Ministry of Law, Justice and Parliamentary Affairs of the People’s Republic of Bangladesh, visiting Russia at the invitation of the Ministry of Justice of the Russian Federation.

The conversation mainly focused on issues related to the structure of the Russian judicial system, the use of mediation in the courts of Russia and Bangladesh, pre-trial procedures stipulated in Russian legislation for resolving labour disputes.

The guests expressed interest in organizing study visits to Russia for Bangladeshi judges.

 7 August

First Deputy Chief Justice of the Supreme Court of the Russian Federation Pyotr Serkov received a delegation of the Ministry of Justice of the Socialist Republic of Vietnam, headed by Nguyen Quang Thai, Director of Organization and Personnel Department.

The visit of the delegation of the Ministry of Justice of Vietnam was part of a study visit to learn about the Russian experience of legal system transformation in the framework of international integration.

30 August – 1 September

A seminar on topical issues of justice was held in Helsinki, Finland, to mark the 100th Anniversary of the country’s Supreme Administrative Court.

Tatiana Petrova, Deputy Chief Justice of the Supreme Court of the Russian Federation and Chairwoman of the Judicial Chamber for Administrative Cases, took part in the seminar and the festive events.

7 September

Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev met with a group of Cuban judges visiting Russia within the framework a further training programme at the Russian State University of Justice.

During the meeting, Chief Justice Lebedev introduced the guests to the activities of the system of courts of general jurisdiction of the Russian Federation.

9 – 14 September

At the invitation of the Court of Cassation of the State of Qatar, a delegation of Russian judges, headed by Chief Justice Vyacheslav Lebedev, paid an official visit to Doha.

In accordance with the program of stay, meetings were held with the President of the Court of Cassation of Qatar Masoud Muhammad Al-Ameri, the Prosecutor General Ali Bin Fetais Al-Marri, Deputy President of Qatar International Court and Dispute Resolution Centre Hassan Al-Sayed, and Chair of Qatar Foundation for Education, Science and Community Development Ms. Moza bint Nasser Al Misned.

During the meetings, the parties repeatedly stressed their deep interest in developing bilateral cooperation in order to ensure more effective protection of citizens’ rights and freedoms.

12 September

As part of an exchange program for young leaders of Russia and the United States, implemented by the American Council of Young Political Leaders and the Youth Civic Chamber of Russia, a group of members of the US Congress, representatives of the Executive, and Democrat and Republican activists visited Moscow.

The program of the visit to explore the modern trends of Russia’s development and structure included meetings with officials of the Presidential Executive Office, members of the Government and the State Duma, representatives of the media and political parties.

In the Supreme Court of the Russian Federation, the delegation was received by First Deputy Chief Justice Pyotr Serkov.

2 October

Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev met with Antti Häkkänen, Minister of Justice of Finland.

During the conversation, the parties focused on the importance of cooperation and further development of relations between Russia and Finland, noting the long-standing successful cooperation in the judicial sphere.

7 – 11 October

Within the framework of Argentinean presidency in the G20, a judicial conference of the Supreme Courts of the G20, nicknamed the J20, was held in Buenos Aires to discuss “The Role of the Judiciary for Fair and Sustainable Development”.

First Deputy Chief Justice of the Supreme Court of the Russian Federation Pyotr Serkov took part in the meeting that aimed to analyse the issues of progress, justice and sustainable development from the perspective of the G20 judiciaries.

10 – 11 October

Rim Opalev, deputy head of the Department for systematization of legislation and analysis of judicial practice of the Supreme Court of the Russian Federation, took part in a session of the 5th Forum of Regions of Belarus and Russia, titled “Unification and Harmonization of Legislation of the Union State as the Basis for Effective and Fruitful Russian-Belarusian Cooperation”. The forum took place in Mogilev, Belarus.

15 October

Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev welcomed a delegation of the Constitutional Court of the Republic of Kazakhstan, headed by President Kairat Mami.

The conversation covered issues of protection of foreign citizens in Russia.

16 – 20 October

An international conference titled “Democratization of Legislation and Application of Law in the Spheres of Criminal Law and Criminal Procedure: Uzbekistan’s Experience” was held in Tashkent, Uzbekistan.

The conference was attended by Nikolay Timoshin, head of the first panel of judges of the Judicial Chamber for Criminal Cases of the Supreme Court of the Russian Federation.

17 – 20 October

Natalia Pavlova, Justice of the third panel of judges of the Judicial Chamber for Economic Disputes of the Supreme Court of the Russian Federation, visited Minsk, Belarus, to participate in “International Justice and the Strengthening of Integration Processes” international conference.

28 October – 2 November

A delegation of the Supreme Court of the Russian Federation, headed by Chief Justice Vyacheslav Lebedev, paid an official visit to Pyongyang at the invitation of Kang Yun Sok, President of the Central Court of the Democratic People’s Republic of Korea

The Russian delegation was received by Chairman of the Presidium of the Supreme People’s Assembly of the DPRK Kim Yong Nam, visited the sights of the country’s capital, the Kim Il Sung memorial house and laid a wreath at the Fatherland Liberation War Victory Memorial.

During the talks, the parties repeatedly noted the importance of the meetings and exchanges of views and unanimously expressed their support for further contacts between the top judicial bodies of Russia and the DPRK.

8 November

A delegation of the German Federal Bar, headed by President Ulrich Wessels, visited the Supreme Court of the Russian Federation.

The meeting was attended by Deputy Chief Justices Vladimir Davydov and Sergey Rudakov, Chairmen of Judicial Chamber for Criminal Cases and of the Disciplinary Chamber, as well as by the President of the High Qualification Board of Judges of the Russian Federation Nikolay Timoshin.

During the meeting, topics related to the powers and activities of the Supreme Court of the Russian Federation, the implementation of the judicial reform in Russia, issues related to disciplinary proceedings, the organization of activities and the powers of qualification boards of judges were covered.

18 – 22 November

World Forum for Democracy, dedicated to issues of gender equality in public and political life and combating violence against women, was held in Strasbourg, France, with the assistance of the European Parliament, the University of Strasbourg and the French National School of Administration (ENA).

The Supreme Court of the Russian Federation was represented by Tatiana Petrova, Deputy Chief Justice and Chairwoman of the Judicial Chamber for Administrative Cases.

19 November

Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev had a meeting with Council of Europe Director General of Human Rights and Rule of Law Christos Giakoumopoulos.

During the meeting, Mr. Giakoumopoulos spoke about the latest events of CoE–Russia cooperation, including the development of the Human Rights Education for Legal Professionals (HELP) programme and expressed gratitude for the support provided to the programme by the Russian Supreme Court and the Russian State University of Justice.

The Director General also noted positive trends in the joint work with the Council of Europe in the legal sphere and with the European Court of Human Rights, aimed, in particular, at maintaining a common legal space.

3 December

At the request of the Embassy of the Socialist Republic of Vietnam in the Russian Federation, the Supreme Court of Russia welcomed a delegation of representatives of Vietnamese judicial bodies, headed by Tran Anh Tuan, Director of Organization and Personnel Department of the Supreme People’s Court. The hosts were represented by Alexander Klikushin, head of the panel of judges for family cases and cases on protection of children’s rights of the Judicial Chamber for Civil Cases, and Supreme Court Justice Tatiana Nazarenko.

The conversation focused on issues related to family relations, in particular improving the institution of marriage, respect for children’s rights in civil proceedings, custodianship and guardianship, ensuring the protection of rights and lawful interests of underage persons.

3 – 6 December

Natalia Mikhaleva, deputy head of the Department for systematization of legislation and analysis of judicial practice of the Supreme Court of the Russian Federation, and counsellors of the Department Natalia Zhuravleva and Aleksey Solokhin took part in a regional conference on arbitration and mediation in Minsk, Belarus, held under the auspices of the United Nations Commission on International Trade Law.

9 – 11 December

Chief Justice of the Supreme Court of the Russian Federation Vyacheslav Lebedev went to Strasbourg, France, on a working visit.

During the meetings with President of the European Court of Human Rights Guido Raimondi, Council of Europe Deputy Secretary General Gabriella Battaini-Dragoni, CoE Director General of Human Rights and Rule of Law Christos Giakoumopoulos, the parties discussed the implementation of Russia’s commitments to ensuring human rights and freedoms, the corresponding procedures and monitoring mechanisms.

10 – 14 December

Andrey Koylyak, deputy head of the IT Department of the Supreme Court of the Russian Federation, joined a delegation of representatives of Russian public authorities on a visit to Shanghai, China, to study the experience of IT implementation in judicial activities.

The visit of the Russian delegation, organised with the assistance of the Supreme People’s Court of the People’s Republic of China, also included visits to the High People’s Court of Shanghai, a first instance court, and Hangzhou Internet Court.

14 December

Deputy Chief Justice of the Supreme Court of the Russian Federation Vladimir Davydov met with a delegation of the Prosecutor General’s Office of the State of Qatar, headed by senior prosecutor Mubarak Shabib Al Ramzani.

The conversation covered topics related to the main activities of the Supreme Court of the Russian Federation, the powers and tasks of the Supreme Court’s Judicial Chamber for Criminal Cases and the specifics of criminal proceedings in Russia.
